Clits and penises technically ARE the same thing. If you add enough testosterone to the mother during the right gestation period for an XX fetus, you get what at birth appears to be a male baby with fully formed penis and ball sack, the sack being empty of testicles. This anomaly usually isn't discovered until the kid never hits puberty. People born with this condition are often termed "intersexed". By the way, SOP in hospitals in the US, is for intersexed babies whose penis isn't well-formed enough to function as a penis, is still to lop of the poor sot's erectile tissue, for whose benefit, I am unclear.
