I see an incest tag. Is it really incest? I see a hug and, as of this image, neither one of the people involved appears terribly invested in taking it any further.

Seems more like she's pressing his face against her chest. Incest doesn't necessarily mean sex, the tag includes anything that could be seen as incestuous. Any sort of gesture between siblings that even has a hint of intimacy beyond that of the standard sibling relationship could be viewed as incestuous. The blush makes it obvious that this isn't totally intentional, at least on his part.

Upon investigating the source, I can say with absolute certainty that this was meant to be incestuous. The artist has drawn stuff with overtones like this to pictures where they're just straight up fucking. And to concur with SoulArcher, Gou's hands on Rin's head clearly suggest that she wants this.
