This image uses the Transformed into an Object fetish(in this case Cammy turned into Clothing.).
There might be a change Cammy transformed of her own free will to only be worn on Chun-li for intimacy. For all we know, Cammy could likely control her new clothing form to play with Chun-li in public....now I want to see a Manga/Comic like that.

That's a theory. But that could also be a defeated and flayed Cammy, used as fresh leather for a good coat. Think we'll never know...
