Vega is his original name. Capcom rotated names around for the English version.
The 'M' in M. Bison originally stood for 'Mike' (Mike Bison) and was used with another character. M. Bison was a parody of Mike Tyson (appearance, name, is a boxer), who Capcom thought might sue them. So they changed his name to Balrog for the English version. Then they took Balrog and named him Vega and so they changed Vega and named him M. Bison for the English version. The 'M' currently stands for 'Master' since he was originally called Vega-sama.
Now you know why his name is Vega here while on you see him listed as M. Bison everywhere else.
