1) Hermaphrodite means having both sexual organs. Namekians are asexual, meaning they have no sexual organs.

2) Namekians look male by default(like all genderless species). But they can be born to look different.

Technically, Namekians can reincarnate into a new body after puking an egg. And they can also produce 'Mutant Namekians' in whatever bodyshape with whatever features they want. Ie: Drum, Tamborine, etc. So, it's actually possible for a Namekian to reincarnate into a Mutant Namekian with female sex organs and characteristics. The only question would be whether or not they work or if the ovaries are inert.
