The loli tag applies as long as appearances says so, not actual age. There's a loli in Toaru MAjutsu no Index who's actually a 40 years old adult teacher, just physically stopped aging and thus looks like a 11 years old.

We also do not consider Yagami Tama to be a loli despite being 9 years old because her appearance is that of a 20-year-old.

Actual age is literally not even considered when determining whether "loli" applies.
