Not necessarily, we don't fully understand this verse's vampire, after all, ghouls actually seem to have some sense of free will, for all we know, vampires only need fluids from the living, and merely prefer blood since most of them are murderous psychopaths, [not that becoming a vamp makes you one, but rather people like that are more likely to become vampires.]
