I've given a shot at translating this. It ought to go something like...

Patchy: You spent the whole morning flashing everybody.
Sakuya: Why didn't you tell me sooner?!

I didn't go perfectly literal with this, mainly because Patchy sounds awkward and silly otherwise. It gets the gist of Sakuya's wardrobe malfunction woes, getting her skirt caught over her behind, across, I think. Feel free to chime in if there's any suggestions.
