She's one of the characters from Under Night In-birth.
The developers and artists that made that game did a game-like sprite and artwork for Filia from Skullgirls as if she were in their game, although whether she is or will be actually in their game or not I couldn't tell you.
Lab Zero must have felt obligated to return the favor, so they did a Skullgirls-esq version of Yuzuriha here.
I think it'd be pretty damn cool if there was a couple characters shared between these two games. Not sure if we'll ever get Under Night in-Birth, but it could raise interest of the game over here at the very least.
