Like it or not all the "Tales of" games have a main pair and anyone can see that LloydxColette is the main pair of "Tales of Symphonia".
However if you like LloydxSheena, enjoy! It's not as if it didn't make any sense, it's just not pushed as hard as LloydxColette.
Other reason could be that LloydxColette doesn't interfere with another favourite pair ZelosxSheena.

^ That's almost entirely true, except some games don't have a canon couple (Vesperia comes to mind, and, though I haven't confirmed this yet, from what I've seen, Xillia 2 may not either, but yeah, Vesperia definitely doesn't have one). The vast majority do, though.
The nice thing about Symphonia, though, is that if you play your cards right, you can max out the affection of the character of your choice. If you have the PS3 updated HD re-release (ToS Chronicles), you can even get at least one bonus scene with that character if you do certain sidequests at a certain time (and a bonus costume, Sheena can get a biker-style outfit, though she'll also get it if you max out Zelos' affection for Lloyd).
I'll also agree that Sheena and Lloyd did make a certain degree of sense. Objectively speaking (I haven't ever shipped anything, so I'm without that bias), Sheena did seem to at least have some sort of a thing for Lloyd overall, so it's a pretty plausible thing to ship, really, canon pairing of Lloyd and Colette aside.
