The point, i´d wager, is that the rebuild shares thematic aspects with Eva TV but also has its own messages and themes going.
The original "learn to live with yourself"-theme that applied to pretty much all major characters is much less pronounced, for example (Asuka seems ...almost healthy? Ritsuko isnt in a toxic relationship with the guy who banged her mom. Misatos daddy-issues and her twisted sexuality isnt even a topic).
The emphasis seems to be more along the lines of "learn to live with others" (see Misatos and Asukas phonecall in 2.0)
Both themes were present in Eva TV as well, but their balance and importance was different.
Plus, Q added another layer to it that wasnt really there in TV: "learn to live with your actions, for good and for bad", which is another part of growing up.
And that is what Anno wanted Rebuild to be: Shinjis story, a coming-of-age story.
Tl/dr: Q is similar on many levels to EoE, but its mostly setting up the groundwork for the different/new resolution to the story in FINAL.

It doesnt. Thats why Asuka was complaining at the end of Q that he was acting "as usual". He couldnt deal with...well, everything (understandably, considering the mental meat grinding he endured). He hasnt been able to grow up as of yet because he had no chance to do so.
Like i said: Q laid the groundwork for the resolution that needs to be reached.
On a grand scale, thats stopping the end of humanity at the hands of Gendo.
On a smaller scale, thats Shinji finally getting a chance to grow up a bit more and learn some important life lessons.

This film completely shattered the beginning stage from 1.0 and hopeful ending from 2.0 and once again split the fan base for the second time. The final film has a massive task to do of answering most of 3.0's unanswered questions and rebuild the characterization of all the characters that rendered them extremely unlikeable (Misato, especially) and conclude the film series with a satisfying ending. But considering that this is EVANGELION, that's being too hopeful.
