No. Questionable is only if they have NUDITY but not actual genitalia or other hardcore things happening. IE a woman can be topless and it would be questionable. A woman naked without showing the vag is questionable cause it can also be seen as tasteful. A woman with her legs spread and vag showing while naked or having sex is explicit.
