Just... I don't know what the project managers were thinking with certain moments. Cell's introduction? Let's skimp on that. Vegeta and Nappa dicking around on an insectoid planet? HOLY SHIT LET'S BREAK THE FUCKING BANK.

What are you talking about? Dragonball: Evolution is a so bad it's good masterpiece. I don't know though, things that are always constantly running always have budget issues. One Piece is one of the biggest manga/anime ever and even it still has some poorly animated stuff. It's improved immensely since it started but there's definitely some "budget" scenes.

Well the average 12-13 episode series cost around 2-4 million dollars. So for long running shows like Naruto and One Piece they have to be up to at least 400 million dollars if not more when you count merchandise and other junk. With Toei though i think that they are just kind of cheap. I mean people are going to eat up One Piece regardless of whether the animation is top notch or not. Why spend extra money on something people will support no matter what? From a business perspective it makes sense so you can maximize profits but from a fan's perspective it's rather disappointing. Also you gotta remember the budget really goes into the movies which is one of the best sources of income for long running shows besides TV ratings/merchandise (since the disc sales for the series usually suck). That's about the only time you will them at the top of the sales charts.
