On the one hand, it's probably just 'cheesecake' type fanservice (and thus probably not completely canon), since Love Hina has a lot of that sort of thing.
On the other hand, these two do canonically spend a lot of time nude around one another, and according to some stuff Naru says in the first chapter she and Kitsune (Konno Mitsune, but she often goes by 'Kitsune' in the series) tend to compare breast sizes in the bath, and also Kitsune periodically bumps or even gropes other girls (like in volume 5 when Motoko is in the Kimono), so who knows.
As far as the characters being a couple or something though, I don't think Naru and Kitsune would be any serious thing. Maybe Kitsune and Mutsumi though, since both seem to be bi-curious and they start hanging out a whole lot in the latter volumes of the series (around 11 and 12), and Mutsumi would probably be pretty lonely in light of standing aside for Naru and Keitarou (...both of whom she explicitly says she loves, and has kissed, canonically, so yeah).
