It means "self study" or "Study hall". A class period with nothing else scheduled or when a teacher is unavailable for some reason. The kids are expected to study whatever on their own or catch up on whatever work they may have.

It's possible that the class rep is the only supervision they have at the moment. It's also possible that the class rep is the one standing in front of the TV receiving yuri vibes from her classmate.

You may have a point about the experience and virgin shaming, but cmon, the next thing will be just like now - you don't have enough sex, you're fat, you only got it because you paid etc.
