Yes, it is. [Tag Added] She is taking a measurement of his waist. There is actually another view of this scene immediately before where this clip starts. It's looks just as suggestive, probably more so, and I wish that it was included. Also, the part with the guy's face wasn't even from this scene, though it is kind of funny. It must have been tacked on just for laughs.
