Naruto, like every other manga, has no consistent power levels. Whether a character wins or loses depends entirely on how the author wants the plot to progress. That's why I stopped paying attention.

In the world of long-running shounen anime that are about 75% filler crap, it seems there are two paths to take. You can either have a proper ending, or you can have a catastrophic cop-out where the main protagonist attains unbeatable power, uses it once, and then spends a thoroughly unwanted extension to the story being less powerful than he was - all in the interest of milking the fans dry.
