He means why has no U.S. company licensed it.
My guess is that the original Japanese distributor refuses to license it for foreign distribution. Since the foreign release is uncensored the Japanese just import it rather than buy the censored original and the Japanese distributor doesn't make as much money. That's why many hentai that do get licensed (of which there aren't many anymore) don't have the Japanese language track in them.
