Well Goku got hit by a bullet when he was taking down the Red Ribbon Army as a kid, but it still hurt him.

Getting caught off guard seems to play a key role in how a character reacts to an attack.
Being blind-sided tends to usually work no matter what the attack is in the Dragonball verse, but the effect of the attack may vary.
