Cortana is a computer computer program. Each spartan has an interface so such a computer program can integrate with their suit. This being said Cortana can interface with almost any spartan. Also Halsey is the mother of Maranda Keys.

Allow me to tell you something, (apon getting the Halo Reach Collecters Case.) Cortana is a Clone of Dr. Halsey, Dr. Halsey wrights it down in her journal that she was "Working on a Cloneing Project" and that she made a clone that "Looked like me in Collage" (those are quotes form the journal)

Three statements to make... First being the least important.

FIRST: I'd bang Dr. Halsey in College. Just sayin'.

For the record:
Cortana was hasley's clone who was made into a spartan. She was on a team with cheif and a few other Spartans, but was mortally wounded. Hasley used some thingamajig to copy cortana's personality onto an AI matrix. That is how Cortana the AI was born and that's why she has such a good relationship with chief.
