OVA's always have amazing animation.
Only times they don't is if the animation isn't the key focus or it was one of the earliest OVA's when the concept was still new and it focused more one "Look what we can show on THESE what we couldn't show on TV!"

Have you seen the spinoff based on Tenchi's half-brother? It has some really nice fight scenes. It mostly just depends on the studio and the animators.
