It's a 2 frame gif image without loop. First image is where she pulls up her skirt, and second one is what you see now. It's instantly switches to second the moment you download it.

You know, PNG can be animated as well.
Even if it not animation (I opened it in editor, and it showed no additional frames), it could be specially tweaked to show different image if opened with a browser. Still, it's a mystery to me how they done it in this case.
