I still think a relationship between them would’ve been better than what he has with Dana, there’re no barriers and they can be completely honest with each other and they’ve been through more together. To Dana, Terry would have been for the longest time that guy who was always busy and never really had time for her, eventually topped off with the knowledge that he didn’t trust her enough to confide in her about his life and just lied to her constantly.

I feel like it was a waste to have them tease at the possibility for her to become part of the Bat family only to back out. Bruce isn't gonna be around forever to do detective work and Terry sucks at it (he could get better but it's gonna take time). Max could easily be his forensic detective when Bruce eventually passes on.
