Actually, the frames where you see the human leg are where the gif starts. He attacked a Plasma Grunt, then this Liepard.

By the way, he scratches another couple of Liepard and the other grunts run away from him afterwards. This was truly a badass Meowth moment.

Well this was during Black and White where Team Rocket finally managed to become competent, so it's not too surprising. Too bad they didn't stay compotent.
