In this case, the image is tagged with the newhalf tag, since Futanari applies to images depicting both male and female genitalia. Since the girl in this image has only male genitalia, the newhalf tag is used.

In the untranslated one she also has the futanari tag, not to mention this artists only draws futanari.
I think if it's up-in-the-air then both futanari and newhalf should be used, just like all the other pictures where it's unclear if the vagina is present or not.

No. If it's up in the air, we rely on precedent, which in this case would assume a trap or newhalf over a futanari because of the character being so young. Remember that we have a tag-what-you-see policy. An artist's previous works, even ones directly involving the exact same character, are not valid information to use for tagging unless you can clearly establish continuity between the images.

No. If it's up in the air, we rely on precedent, which in this case would assume a trap or newhalf over a futanari because of the character being so young. Remember that we have a tag-what-you-see policy. Seems more like a civil considered discussion than an argument. The fact that most of the people in the conversation aren't anonymous and probably help tag images for the site makes me double sure this is true and I'm glad they're having the conversation, because the clearer people are on the tags, the more accurate images will be organized and searchable.
