I guess that's just how they must see it right? I mean, your forced to spend hours and hours in the velvet room to make your Personas, and after you succesfully make a hard-earned persona, you must go out, save in the clock and re-enter the velvet room to keep creating more personas....

Mhm not really, I remember in the beginning of the game, when you first visit Tartarus and Velvet Room Yukari and Junpei say that you were "standing there like a zombie" for a while, which means that only your mind enter the Velvet room, the body remains outside.
