I actually feel the opposite. I think most shows where fanservice is the whole point are usally, not always, but usally pretty bad. If they aren't gonna have some greats characters or story to go along with it then why watch it instead of just looking erotica art. Where as shows that sometimes throw fanserivce into it but is not centered around it tend to be pretty entertaining. You come for the adventure and once in a blue moon they surprise you with some eye candy and I find unexpected fanserivce once in a while more exciting.
It's like the difference between watching a porno with a bad plot and an R rated movie with a great story and has a sex scene or nude scene you weren't expecting but welcome.

I mean, cheap fanservice like this is always rock bottom for an animé that isn't centered around it.
