Nintendo actually based Starfox on Thunderbirds and hoped that it would catch on in the U.K. so that the Thunderbirds producers would adapt it for TV, thus the stuffed-animal style of the first game.

@Anon That would also explain the puppets they used for the US boxart. Hell, Thunderbirds in general is popular in Japan, considering how it's inspired stuff like Beast King Go-Lion/Voltron and Kyukyu GoGo-V / Power Rangers Lightspeed Rescue
