Neither character in this image qualifies for the "loli" tag.

"Loli" is defined such that a character must specifically look like a child in order to apply. It does not matter how short or small-statured they are if they don't look like a child.

On the other hand, age is completely irrelevant when determining whether the tag applies. A 14 year old can easily be a loli. However, a character who looks 14 is not.
