Meh, killing Lolis are like killing Ninjas. They let you off as soon as you claim it was self defence. The chances that it was are to great to punish anyone over. Ninja Lolis on the other hand are more rare so you might get fined.

Just making fun of the concept of Lolis and Ninjas. Ninjas as awesomely badass characters and Loli as, well...Loli. The joke plays on the idea that Ninjas and Loli aren't independent characters. Rather they're just one out of the legion, Sort of like anons really. And yes the last part did make a comparison between them and endangered plants/species. But I guess Loli ninja aren't really that rare and are far from extinction, so it sorta fell flat.
