A. The anime is, what...20 years old, at least? The craft has changed since then.
B. It takes a lot longer to draw this than a cel anyways. Cels don't always have to be pretty, they just have to animate well.
C. Not drawn by original artist. Liberties can be taken and traits enhanced.
