That is partially correct. Usually futanari are originally considered women but people change it too much for them to know the real meaning or what the original is/was. Or only because there`s a penis they tend to think it`s no longer a girl.
Even though now it`s common to have "full-package futas" too, that shouldn`t be too common, if any, before recent days.

Of course the meaning of the word fits that, and it works for those "full-package" that we have a lot now or people's imagination/preference, but I can say it for sure from the time I knew about it because I'm japanese.
The most common and correct before would be those non full-package ones, with just the penis addition and their vaginas.
Despite the fact it's lesbian sex, there are other reasons for not adding "yuri" to it.
