That's wierd. Frieza and Cell should get one-shot obliterated by that move, not just hurt from the hit. Kid Evil Buu, on the other hand, can withstand and react to an attack like this, so ok. As for Broly, i'm not sure but i think his version of SSJ2 is on par with goku's regular SSJ3.

So yeah, all in all, power level errors all over the place. Even if the gid itself is pretty cook to look at... :)

Broly doesn't have a SSJ2. He just has SSJ and LSSJ. And LSSJ3 in Raging Blast.

Actually the blue hair version of Broly was a corruption of his normal transformation due to the control headband he worn, in his 2nd movie he was back to regular hair colour.

I always thought the second movie simply had failed at the "continuity" department, regarding that "normal SSJ" design of Broly.
I wonder how his predecessors to the legendary title performed... :-°
