Goku was dead when Goten was that small. Goku first met Goten when Goten was seven years old at the World Martial Arts Tournament in the Buu Saga. Goku died when Cell exploded (and so, most likely the day after Goten was actually consummated) and was brought back seven years after that for the tournament.
