i really don't get this new short videos, If they don't have sound why don't upload them in gif or png. what is the diference?

Because the file sizes for gif and apng are inflated, not to mention gif is an aging format. Webm takes up a lot less space and can have good framerate to match.

Key word being CAN. I dunno why, but it seems people are scared to upload high quality webms.

Look at the size of it, then look at the filesize. Less than 1MB!
Also you can have them with sound and 60fps in FullHD if you want to.
