Why would the ones at the front get a stronger dose if they are in a series. Look at it like a circuit, for the electrons to go through the ones in the "front" they have to go through the ones in the "back". Also it wouldn't go directly through the heart and even if it did, as long as it is below 0.3A you have little risk of harming someone unless they have a pacemaker. Higher voltage is fine-ish as long as the amperage is low.

This could work, but it would be stupid to attach it to them the way its shown. Attach both ends next to each other, both on the crotch, instead of having on their backs and it would work much better. It wouldnt make kids orgasm/cum, but it would be awesome if it really could.
