After joining Bell's party, I think she did manage to buy some more clothes. But like others, maybe she prefers to just wear this as her adventuring outfit. This thought is more possible since you don't want to ruin your good stuff when adventuring and we seen others like Aiz wear the same thing despite obviously having plenty of money.
