That is, I believe, HaradaP, the director of Tekken. He's known to be a huge Iori fan and appears in one of her Million Live cards where she's cosplaying as Lili.

There have been a few Idolmaster/Tekken crossovers. In addition to the Tekken cosplay cards from Million Live, Heihachi made a cameo appearance in a chapter of the Puchimasu manga.
