After looking at the OVA, this scene was only seconds long so nothing was shown past it. Obviously it's heavily implied (or almost certain) that it's paizuri. Are OVAs like this one aired on JP TV? Anyway, you'll find a more graphic version of this scene with Chisato in the "Shinmai Maou no Keiyakusha Arashi!" manga. It hasn't been translated to English yet.
Speaking of which, does anyone know if Arashi! is more true to the original LN than the other Shinmai Maou no Testament manga (the one illustrated by Pierre Yoshio)? It certainly has a lot more ecchi elements to it, and of the two manga it's the only one with real nudity.

@Anon3: Well, the source wasn't listed when I made that poat, so I had assumed that this was from another preview for the 2nd season.
Anyway, after checking it out, it's pretty certain that this was the paizuri scene from the LN. But I'm hoping they're planning on touching up the OVA later on for the Blu-ray release of S2, as there seems to be some Art Quality issues here and there.
@Paizurikin: I can't say for sure, but from what I've seen, Arashi's main selling point is the Ero-scenes with it cutting down on the storyline; whereas the Pierre Yoshio illustrated manga focuses on the storyline and only shows the ero-scene's that are allowed in the magazine.
