We don't know their origins, some point out similarities in voidsent demons, but there are also similarities to the dragons as well. It's highly likely they're the result of experimentation, and we've seen certain places where lots of dragons were being held in containment capsules, but nothing of the like for demons. It's also possible they are actually the result of Shiva's story, as Hraesvalgr would very much be a "dawn father" and she a "dusk mother". There's proof against it, but we can't really be sure.
