It was in the chapter where they went to Polt the Kobold's gym. She was changing into a swimsuit with Miia and Mero. Miia inquired why she wore a full-body suit which even covered her front, as she had nothing there. Said chapter also explained why she feels the need to cover that area up regardless.
Vagina or not, leaving it bare would look lewd as fuck. Miia and Mero agreed with this assessment.

Most people assume it's either just an error in planning, given it'd be impractical to hold an entire centaur foal in her human-belly, or alternatively that it was deliberate to show Cerea as being somewhat naive or lacking knowledge of her own biology.
