There are "android ladies" in Ghost in the Shell, but I imagine you're actually referring to Major Kusanagi Motoko. Motoko isn't an android, she's a cyborg.

One of the main premises of the series, which shows up in the very first page of the manga, is that they've developed technology to directly interface with the brain, supporting it with external memory, processing, and internet access. This technology is basically based on synthesized neurons, so they're capable of building actual brains with it - and frequently do, with a lot of technology and AI running off of these brains.

First of all, the majority of characters in the series, even if fully prosthetic, still have their original brain. The brain is capable of being completely separated from the body - a fact which shows up immediately in both the original movie and the first episode of the anime. Second, since the cyberbrain, the aforementioned implants that assist the brain, are capable of capturing and transmitting the memories of the normal brain, it's actually possible to completely move to a separate cyberbrain. "Natural" humans have what's called a "ghost" - essentially their soul, which is the nucleus of their individuality. It's also contained as data, and can be copied to the new cyberbrain.

What I'm getting at is, whether she still has her original brain or relies on a completely prosthetic cyberbrain, it's still composed of neurons that will react the same way to psychoactive drugs. In fact, there are special types of psychoactive drugs designed to work on cyberbrains. Since you can actually directly interface into someone else's brain, the effect of these drugs can be shared over an internet connection.

So, tobacco still has an effect on a cyborg's cyberbrain. Knowing the series, I'm positive that lobbyists from the tobacco industry would have made certain that inhaled nicotine would be able to make it to the cyberbrain just fine.
