You could try importing it into GIMP and use the scale tool to carefully resize the image to your liking.

If you mean here on Gelbooru, then after "Click here to expand image." try to Ctrl+Scroll Down (on mouse), to reduce the shown size.
The font will get ultra tiny (you can reset it with Ctrl+0), but the image will be eventually reduced to fit the width of the screen :-)
