I think Toriyama was going for a "skill over strength" type of deal, meaning Cell was "perfect" in the sense of needing more than just "more Ki" to beat him with. Cell himself demonstrated being capable of doing this very thing.

They should just have it playable. I was surprised Budokai Tenkaichi 3 didn't have it. They had pretty much everything. They need to remake it in HD with some the charatcers of DBZ Raging Blast 2 added in it and Beerus , Whis , Super Saiyan Bardock and Giant Metal Cooler. I miss playing as giant characters.
