Yes and no. What actually happened was that Mari and the other girls had been outplayed. She took it on the chin and admitted that she set it all up and that Maiko and Hana were acting at her will.
What threw them in prison was the Student Council making a power play. The justifications that SC had were the fact that USC should be punished for abuse of power and that Mari should have no lenience being the chairman's daughter. But that's not the whole shake.
Kate (the SC) president has history with Mari and it was a chance to take Mari down a few pegs.
