Bumps on the areola are completely normal. They're called Montgomery glands. Most women have them, though they may only be noticeable when the nipples are swollen -- when she's aroused, cold, or lactating.
I'm guessing that's what the artist was going for, anyway. Honestly it just sorta looks like she's got condensation on her tits.
