I ultimately don't give a fuck, it's just a pity someone is letting his pettiness and small amount of power prevent others from having their pretty pictures stored in one place is all.
But it seems there are actually people who prefer to fap over others misery over the pics uploaded here, so I won't kinkshame... Weirdo.

The artist rule has nothing to do with copyright.
Gelbooru is a Japanese-themed site. The artist rule, which disallows all artwork by non-Japanese artists unless the mod team gives it specific exception (on an image by image basis), exists to enforce this. The reason behind this is that it cuts down on a lot of the low-quality uploads.
I'm not saying that Japanese artists are better, or that non-Japanese artists don't know how to draw. There's just as much poor artwork by Japanese artists on Pixiv as there is poor artwork by non-Japanese artists on DeviantArt. The reason that this works is that users are far less likely to upload the poor artwork by Japanese artists, since it's less accessible and they're less likely to have biases towards it. On the other hand, artwork by non-Japanese artists is extremely accessible, and many users who would upload the artwork have biases toward the artist which interfere with their judgement for the image's quality, whether it because the artist is an acquaintance or because they are in fact the artist themselves.
I don't think that a whole third of Gelbooru's content is from western artists. 54% of our posts have Pixiv source links, and a lot of our uploads by Japanese artists are unsourced. For comparison, posts with sources pointing to Tumblr and DeviantArt combined only account for 1.7% of the site.
