As a trainer with a Lanturn on my main team, I can confirm that Gyarados are little more than cannon fodder.
As a matter of fact, everything you encounter on the open sea is cannon fodder to a decently trained Lanturn. Considering that there are only a few marine Pokemon that actually resist Electric-Type attacks, and they're all lake or river-dwellers, statistically Lanturn should be an apex predator.
