I could be wrong but I think that there is some dude who can't stand the fact that neptune is showing herself to others.Maybe some waifu shit.
Have seen other pictures from neptune,nepgear with the same amount of downvotes.
Happens mostly where neptune shows some skin.

It appears to mostly be hetero with Neptune, Nepgear, Noire, and Uni. Hetero with other HDN characters don't seem to get as many down votes.
