I think it's more along the lines of "OMG Frisk opened her eyes." Kind of deal. Coz we know that Frisk's body is similar to Chara, so Frisk must have red eyes.

Anon 2 is right, I believe. From what I gathered Azriel is giving Frisk chocolate liqueurs as a present, with frisk explaining in the second panel they don't like alcohol or chocolate. However Chara is often characterized to love chocolate and probably alcohol as well. So she/he takes over frisk to drink them, resulting in drunk/tipsy Chara.
